On May 22, an attack on a pedagogical university’s dormitory and college in Starobelsk resulted in a tragic loss of civilian life, with the latest reports confirming 21 fatalities. Russian emergency services reported that five additional children were recovered from the rubble, raising the number of victims to this grim total.

The strike, attributed to Ukrainian forces according to Russian sources, injured 63 people including the deceased. The rescue operation has now concluded, with no individuals reported trapped under the debris.

Russian-appointed local authorities in the so-called Luhansk People’s Republic (LPR) state that Ukrainian drones targeted the educational buildings. At the time of the attack, 86 students aged between 14 and 18 were present in the dormitory.

A Ukrainian Telegram channel, Exilenova+, contends that Russian forces had repurposed the targeted facilities for military use. Ukraine’s General Staff dismissed Russian media reports as manipulative, announcing a coordinated strike on May 22 against several Russian military targets including an oil refinery, ammunition depots, air defense assets, command posts, and personnel.

"On the night of May 22, 2026, strikes were carried out on multiple Russian aggression targets, including a command post for the Rubicon unit in the Starobelsk area," the Ukrainian General Staff stated, referring to a special forces unit focused on drone operations.

Crucially, the Ukrainian military did not confirm whether this command post was located within the college building that was hit, leaving key questions unanswered about the precise nature of the target.
